Solung United meet Siang United in final

ITANAGAR, Aug 17: Solung United defeated Banggo United 3-0 in the second semifinal of the Solung Festival Football Tournament to set up a mouth-watering final with Siang United FC.

Taja Bonung scored two goals (32, 60 min) while Abu Tayeng netted one in 78 minute to book the team’s place in the final.

Mibom Tako of Solung United FC was named ‘player of the day’.

Siang United FC entered the final defeating Golgi Bote FC 2-1 yesterday.

The final will be played at DNG College playground tomorrow at 3 pm, informed SFCCI sports secretary Kadum Apang.

 

Chimpu United draw with Shining Boy

ITANAGAR, Aug 17: The first semifinal of 7 Warriors 9th Independence Running Trophy Football Tournament was played between Chimpu United FC and Shining Boys FC ended in 1-1 draw.

The first goal was scored by Chelo Lallung of Chimu United in 23rd minute. The equalizing goal was scored by Subu Subu in 56th minute.

The second semifinal will be played between VVFC vs Bondhu FC tomorrow.

 

Disaster management awareness campaign

AALO, Aug 17: A disaster management awareness campaign was organized at Govt. Hr. Sec. School, Likabali, West Siang recently sponsored by West Siang Deputy Commissioner.

Jumkar Karbi, CO  in-charge, SDO Likabali dwelt at length on the disaster management issues, particularly in the context of Arunachal Pradesh, such as pre and post disaster management, preparedness, prevention, mitigation, warning, rescue operation, rehabilitation etc.

ITANAGAR, Aug 17: The Abu Apa Tribal Welfare Society (AATWS) organized its second phase of Training and awareness program on various labour law for women workers at Panchayat hall, Kimin yesterday. Large number of women participated in the programme.

Quiz competition

ITANAGAR, Aug 17: The team from Govt. Middle School, Manganam won the sub-divisional quiz competition held at Higher Sec. School, Lumla, Tawang on August 12. The team from Govt. Middle School, Thrillam finished second.

Seven teams of primary level students from different Govt. schools participated in the quiz competition.

The General Manager (NHPC) A K Agrawal and Lumla ADC M Nyori presented the prizes and certificates to the winner and runners up teams. Consolation prizes were given to the remaining five teams participated in the quiz.

The quiz was organized by Lumla ADC and sponsored by NHPC Limited under its corporate social responsibility (CSR) scheme to create awareness towards education.  

 

ACS alleges lack of coordination

ITANAGAR, Aug 17: The state Govt has made some temporary financial arrangements for convenience of the Arunachalee students who are studying in ITFT College Chandigarh. The amount will now be transferred to the ITFT college account as advance accommodation charges.  This was informed by Arunachal Civil Society (ACS), an NGO of the state.

ACS lauded the prompt action taken by the officers of Social Justice and Empowerment and tribal welfare department in greater interest of the Arunachalee students. The ACS, however, said that there is a lack of coordination among the education and tribal welfare departments.  Armed with a copy of letter written by central Govt to the Social Justice & Empowerment and Tribal Welfare department, the ACS, in a release claimed that the Union Ministry of Tribal Affairs is adamant to release the required budget for Arunachalee students studying at ITFT due to  non-declaration of nodal department for handling the pre and post-matric scholarship Schemes, non-utilization of a sum of Rs 65.19 lakh by education department which was sanctioned during the financial year 2003-04 by the Union Ministry of Tribal Affairs  for Post Matric Scholarship Scheme and delay in submission of renewal budget proposals for the 2012-13 for Pre-Matric and Post-Matric Scholarship Scheme under the Union Ministry of Tribal Affairs.

The Society urged the  departments of school education  and Social Justice and Empowerment  and Tribal Welfare, GoAP, to coordinate in this regard  for early release of post matric scholarship by the Union Ministry of Tribal Affairs. It is worth mentioning here that around 630 tribal Arunachalee students are studying various courses like bachelor of airline, tourism and hospitality management, master in tourism management, MA in mass communication etc in the said college.

 

ANSU calls on education minister

ITANAGAR, Aug 17: Responding to grievances of some Arunachalee students and their parents that the Maharashtra higher and technical education directorate has refused to give admission to some students who cleared state JEE for higher study in various colleges of the country,  a team of All Nyishi Students’ Union (ANSU) led by its president Sikka Gapak today met the Education Minister Bosiram Siram and requested him take up the matter with Maharashtra counterpart for hassle free admission of students in the institutes at the earliest.  It is found that director of higher and technical education, GoAP fixed last date of admission on 30th August but Higher and Technical Education, Govt of Maharashtra  had decided to  take admission before 15th August, said an ANSU release.

The release further said that after hearing the grievances, the education minister assured to solve the problem of the students.

 

APSLS organizes legal literacy classes at Don Bosco College

ITANAGAR, Aug 17: A one-day legal literacy class was organized by Arunachal Pradesh State Legal Services Authority  at Don Bosco College, Jullang here today wherein legal lessons on ragging laws, Legal Aid and Human Rights were presented by a panel of resource persons.

About 200 college students actively participated in the programme and got their doubts cleared by the panel of experts, which included advocates Pritam Taffo, Deepa Yoka and Sunil Mow.

The meeting also attended, among others, by Budi Habung, District and Session Judge cum Member Secretary State Legal Services Authority, Dani Belo, Under Secretary, Law and Judicial/OSD, AP State Legal Services Authority, Rev Fr.Nicholas Principal, Don Bosco College, Sisters and the staff of the college.

 

Tenga Yangkees beat Bhalukpong Town Club

ITANAGAR, Aug 17:  Tenga Yangkees beat Bhalukpong Town Club 3-1, in a one sided match played on the eve of Independence Day at KV Ground in Sinchung, (additional deputy commissioner headquarter) in West Kameng.

The football match was organized by All Arunachal Pradesh Motor Transport Workers Union to mark the Independence Day.  

Padung Karma, Londup, Lamb Norbu Megaji of Tenga Yankees scored one goal each for the winning team. The winners walked away with cash prizes of Rs 6000 while the runners up team awarded Rs. 3000.

Dirang MLA Phurpa Tsering and Thrizino MLA Kumsi Sidisow attended the match as chief guest and guest of honour respectively.

 

Community Sanitary Complex inaugurated

ITANAGAR, Aug 17: Community Sanitary Complex constructed under Nirmal Bharat Abhiyan at Nacho Helipad cum General Ground was inaugurated by EAC cum Nacho SDO (i/c) in the sideline of 67th Independence Day celebration at Nacho.

WCD Dept secy visits Anganwadi centres

ITANAGAR, Aug 17: Women and Child Development Department Secretary Shalini Berma visited the Anganwadi Centres (AWC) of Urban ICDS Projects, Itanagar and Naharlagun today and interacted personally with the beneficiaries under various services of ICDS programme including SABLA and IGMSY and Anganwadi Workers/Helpers.  

She also inspected the anganwadi buildings being constructed under ICDS and MsDP scheme. She visited Hokka, Daath, Jullang and Nyokum Lapang-II anganwadi centres of Itanagar and Lekhi-I, Lekhi-II, ‘G’ and ‘D’ Sector of Naharlagun.

Satisfied by the functioning of AWCs, she advised the CDPOs of the projects to ensure that the services such as immunization, health check up, non-formal pre-school education, growth monitoring etc. are covered up properly besides supplementary nutrition food by mobilizing/intensifying the awareness programme with the community.

Funeral service

PASIGHAT, Aug 17: The members of various churches in Mangang, 12 Mile and Sille villages of East Siang observed the last funeral service over the body of Tobing Yao at Mangang church graveyard today.

They prayed to almighty to rest his soul in eternal peace.

Tobing, (15) a class X student of Govt. Higher Secondary School, Sille died on August 13 after a brief illness.

He left behind his parents, three sisters and one brother.

 

Fresher’s meet held at Daporijo College

ITANAGAR, Aug 17:  The first ever college fresher meet was organized at college hall of Daporijo Govt. College for the new comers. During the fresher meet all the new comers of college along with seniors and teaching staff attended the fresher meet.

The meet comprised of various interesting program including cultural programme beside the Mr.Fresher and Miss Fresher contest.

Speaking on the occasion Principal of the college BM Singh encouraged student to come forward and become good citizen of the society and render their selfless service for the welfare of the society.

He also asked the student to work hard and expose their hidden talent. Fresher meet can promote brother-hood among the student. Through such programme one can come closer to each other and understand each other.

However, he gave emphasis on discipline as most important part of student that, they should keep in mind.

Takar Dupit, outgoing General Secretary of the college, informed about the work carried out during his tenure for the welfare of the college. He also spoke about certain grievances he had face during the implementation of the work. JE dies in road mishap

ITANAGAR, Aug 17: The Chairman and Managing Director of Hydro Power Development Corporation of Arunachal Pradesh along with the entire board of directors has condoled the demise of Tajum Kotin who passed away in a tragic road accident near Zemithang in Tawang district on August 14 last.

Late Tajum Kotin, (28) a native of Rapum village under Mechuka Sub Division of West Siang district was JE (Civil) with the corporation.

In its condolence message, they wrote, he was admired for his cheerful behavior. His contribution in HPDCAPL, particularly in project site Zemithang SHP, Tawang will always be remembered.

His demise is a great loss to HPDCAPL.

Offering condolences to the bereaved family members, they further prayed for the eternal peace of the departed soul.

 

Plantation drive

ITANAGAR, Aug 17: Atleast 500 people participated in a plantation drive at Bormai Govt M E School under Taraso circle today.

Sponsored by the department of Environment & Forest, the programme was organized under the aegis of Socio-Economic Educational Development Society (SEEDS).

Talking to the participants, ZPM Tarasso Nabam Eka suggested the farmers to avoid Jhum cultivation and to promote Agri-Horti and Silviculture.

He further urged upon the people to avoid consumption of wild animal’s meat.

Vice Chairman of SEEDS, Dake Thomas asked the general public to surrender their guns. While also campaigning against grazing animals in the forest area, he encouraged them to preserve and protect wild animals and to promote eco-tourism.

Ensure effective use of land, says Tuki

ITANAGAR, Aug 17:  “We need to prepare a long term prospective plan to ensure proper use of land in the state” asserted Chief Minister Nabam Tuki while taking part in the discussion of State Land Use Board meeting here at CM’s conference hall this afternoon.

He categorically instructed the Board which is presently under the Rural Works department to take into consideration the tropical/subtropical climatic conditions of the areas while preparing the long term plan.

A draft concept paper placed by the Board on sustainable and integrated Socio-Economic Development Mission for Arunachal was thoroughly discussed. Tuki directed the Board to prepare Land Use Policy involving experts from various fields in order to have a comprehensive and scientific approach towards the proposal of land use in Arunachal Pradesh.

“Our major concern is how to control and convert Jhum cultivation into multi cropping agricultural or horticultural land making it economically viable,” the CM observed. He advocated for encouraging medicinal plants which is in abundant in the state besides floriculture, horticulture produces and cash crops in such lands.

The chief minister further opined for involving all departments while making the concept paper so that it is more comprehensive and practical.

While taking part in the discussion, Planning, Finance and PWD Minister Chowna Mein stressed for proper use of vacant lands for sustainable economy. Opining for substituting poppy cultivation in some parts of the state with horticulture or terrace cultivation, Mein backed for mission mode approach towards proper use of land.   

Minister for Geology and Mining and Food and Civil Supplies Kamlung Mossang was of the view that proper monitoring mechanism need to be put in place for all kinds of projects taken up under the Board.

Chief Secretary H K Paliwal advocated for coordinated approach towards the functioning of State Land Use Board besides stressing for taking up watershed development programme of huge plantation in upper areas of Hydro Electric Projects.

Earlier, official of SLUB gave a power point presentation. The meeting was also attended by Development Commissioner Finance, PCCF, and Commissioner to CM, Planning Secretary, and Health Secretary besides directors and senior officers of the state government. (CM Media Cell)

 

 

Anshu, Tine participate in Climbathon 2013

ITANAGAR, Aug 17:  Everester duo Anshu Jamsenpa and Tine Mena has just returned home after successful completion of Climbathon 2013 in Bara Shigri, the second longest glacier in the world.

While Anshu summited Shigri Parvat (21,9,29 ft) on August 4  at 11 am, Tine scaled Kullu Pumori (21,6,25 ft) at 10 am in Bara Shigri glacier.

Climbathon 2013 was flagged off from Atal Bihari Vajpai Mountaineering Institute Manali by Col.  H S Chauhan, President of Indian Mountaineering Foundation. It ended with the successful summit of total five peaks including Khangsering (20,5,52 ft) and two virgin peaks of 20,7,57 ft and 20,5,85 ft.

The significance of the expedition was that it was done in alpine style which is a self contained and self sustained climbing expedition involving carrying all of one’s food, tents, climbing equipments, fixing ropes and non usage of sherpas and porters.

During the last stretch of the summit attempt Anshu and Tine had to climb the snow clad peak continuously for over seventeen hours non stop. “Our lady mountaineers have proved their mettle as several other top Indian mountaineers including four Everesters had to abandon their alpine expedition halfway due to health reasons and over exhaustion,” stated Tsering Wange president Arunachal Mountaineering & Adventure sports Association.

Union Minister Ninong Ering while congratulating the summiteers stated that Arunachalee mountaineers have become a source of inspiration for scores of youths across the nation. He added that adventure sports in Arunachal Pradesh have made a quantum jump in the past few years which only shows that youths from Arunachal Pradesh are at par if not better than the mainlanders.

 MP Takam Sanjay also extended congratulations and assured to extend all Government assistance in furthering the development of adventure sports and adventure tourism especially in home State, the AMASA president said in a release.

A PowerPoint presentation was made on Mountain Expeditions by Anshu Jamsenpa on the Successful Seven Summits of Mt Everest, Mt Gorichen, Mt Nepal Peak, Mt Gorichen and Shigri Parvat on Sunday last.

 

 

Rural economy growth sign of India’s dev: Mp

YUPIA, Aug 17: The reverse pyramid for development adopted by the Planning Commission by not imposing any decision on the masses is the best development model for rural economy to grow for the gr-owth of the Indian economy, Lok Sabha member Takam Sanjoy today said.

Addressing the inaugural function of a day-long sensitization-cum-training programme for newly elected PRI leaders at DRDA conference hall here as chief guest, Sanjoy gave the example of horticulture products reaching Itanagar market. He underscored the powers of the PRIs which could enact law to generate resources and take up development at village level.

The MP, who handed over a cheque worth Rs 5.44 crore to P/Pare DC Pige Ligu as the first installment of grant for 2013-14, said the 73rd Constitutional amendment with 33% reservation for women in PRIs aimed at empowering the grassroots level people was the dream of former Prime Minister Rajiv Gandhi.

Dwelling at length on the functioning of the PRIs, Sanjoy said two terms of the PRIs went in vain for various technical reasons, while fund paucity was delaying decentralization. He called for patience and conscientious action to translate the PRIs into a reality.

“It is time to bury differences between MP, MLAs, PRI leaders and GoAP officers to work in a concerted manner to contribute towards state building,” he said without mincing any words.  Cautioning the masses against divisive forces from outside behind the devaluation of rupee by pumping in fake currencies notes, he said: “You have to be on guard and turn receptive to implement central schemes in your own interest.”

MGNREGA is a flagship scheme of the UPA government which would supplement the GoI’s recently launched National Food Security Mission (NFSM), said RD Minister Tanga Byaling.

Byaling asked to make RD a model department as three-tier Panchayati Raj Institutions (PRIs) with 29 subjects is the backbone of development, whose right direction would take the state on a right path. “Rise above politics as development is meant for the masses,” he said.

“Government is for the people, of the people and by the people,” he said, adding that each GoAP action aimed at benefiting the masses without discrimination as an avowed policy.

Citing the example of bees as the most disciplined community and worth emulating, Byaling called for adopting the bees’ spirit in state’s greater interest.

The GoAP has decided to devolve powers in a phased manner, made zilla parishad chairperson head of district planning committee and funds sanctioned for district PRI buildings. That is why “I have been insisting on capacity building,” Byaling disclosed.

Lack of training has been reflecting ignorance, RD secretary BR Babu said, adding “learning is a lifelong process,” and training is mandatory even for IAS officers. Such training insisted by Chief Minister Nabam Tuki, the RD minister and Chief Secretary Hari Krishna would equip the PRI leaders with the much needed knowledge to discharge their duties effectively as has been prescribed by the Rajiv Gandhi Panchayati Raj Sashaktikaran Yojana, he informed.

He announced sanction of funds for infrastructure building and provision of about 450 functionaries aimed at politically empowering the people. He highlighted the vital roles of the PRIs under numerous schemes.

With huge land available in Arunachal, achieving the target of developing 30,000 hectares land including by adopting double or multi-cropping or various agri-horti and allied activities would be a milestone for financial empowerment of the rural populace and contribute towards NFSM, he added.

“It is time to change the face of rural Arunachal through joint efforts of GoAP officers and PRI leaders by rising above blame game to take up projects on mission mode for visible results”, said RD director Komkar Dulom.

Referring to a meeting of his department Friday to give a clear-cut direction, Dulom disclosed that the MGNREG Scheme was first implemented in Upper Subansiri district in 2006 and in P/pare in 2008. P/Pare received total grant of Rs 7.63 crore in 2012-13, he disclosed.

Dulom highlighted various schemes and stressed on Rashtriya Swashthya Vima Yojana, being implemented by Royal Sundaram in the state. The company had facilitated treatment for only 41 against 39,000 registered beneficiaries which was objected to by the RD.

Papum Pare Zilla Parishad chairperson Nabam Aka underscored the importance of such trainings without which many PRI leaders were failing to discharge their duties.

She thanked the GoAP for capacity building initiative of the PRI leaders that reflected that the PRIs would be functional soon.

“Politics without dignity is meaningless,” said Tana Puna Tara, a multi-faceted PRI leader, and called for close coordination between the officers and PRI leaders. “Give us powers we would show results.”

The maiden two-day job mela, an initiative of Chief Minister Nabam Tuki to provide skill training and jobs to unemployed Arunachalee youths will begin at IG Park, Itanagar on August 30, DC Ligu said, and exhorted the panchayat leaders to ensure participation of thousands from each panchayat area.

The applications given by the district industry centre should be filled in indicating trade (25 trades) and submitted by August 23 for facing the interview. Selection would ensure training and placement, the DC added.

In his concluding remarks, Ligu thanked Sanjoy and Byaling for their plain talking and exhorted for area-wise intensive training for the PRI leaders.

Besides PRI leaders of the district, PR director Kemo Lollen, SIRD director Nyabin Ete, Rural Livelihood Mission state mission manager NB Doye, SP Nabam Gungte, among others were present.

The session would be followed by a two-day training being imparted by the SIRD.

 

 

Communication holds key to development: Taga

AALO, Aug 17: “Communication always holds key to development and lack of road connectivity in remote villages of Payum and Rumgong circles situated in the right bank of Siyom river is a cause of great concern,” said Tamiyo Taga, Rumgong MLA while solemnizing the Kaying Gaseng Gate road on August 13.

While addressing a public meeting, Taga said that the already constructed bridge over Siyom River will now link up interior villages with the rest and hasten vistas of development for the people of the interior circle.

“Our people should cooperate and allow the elected representative to take up community based development like communication, health and education that are more important than anything else. My long years of political life and association with the people and the place makes me understand the core issues of the problems and effort and thrust will be given to those grey areas even if people don’t approach and submit memorandum,” he said.

The Executive Engineer (PWD) Rumgong outlined the road connectivity in the Rumgong subdivision and disclosed that the division has poor road density in comparison to other areas. He appealed people to extend cooperation to the contractor entrusted to construct road in the area.

Malinithan needs Govt attention

ITANAGAR, Aug 17: The fame Malinithan, a holy place of worship, draws large number of visitors and pilgrims every day. Malinithan is a temple site ruin situated under the Likabali sub division of West Siang district. Relics of the stone images of Malinithan were found in the early twenties. During the course of series of excavation starting from 1968 and ending in 1971, ruins of temples and valuable sculptures were unearthed at this site.

According to the local legend associated with this place, Lord Krishna carried away Rukmini on the eve of her marriage with Shishupala and came to this place to take rest and they were welcomed by Parvati with garland of flowers. Parvati after seeing the beauty of Rukmini named her as malini which means wife of a gardener and hence the place got its name “Malinithan”. It is believed that Krishna and Rukmini took rest  at the present Rukmini temple located about two kilometres away from the Malinithan temple for a night and the next morning after they got up they took bath at the water fall “Akashi Ganga” located about twelve kilometers away. Akashi Ganga is believed to be associated with the legend of Parvati (sati) mentioned in eighth century Kalika Purana. The legend says, that Lord Shiva after seeing the dead body of sati could not resist himself from anger and started doing tandava (the dance of destruction),  to bring him out of attachment for the  body of sati and save the world from destruction. Lord Vishnu used his Sudarshan Chakra to cut the body of sati into pieces. During this process, the head of sati is believed to have fallen in this area. And hence at the present day Akashi Ganga have a huge number of visitors every year who come to take a holy dip in its water believing that it will wash away their sin.

As interesting the mythological value of this place is the same as its historical value. The site excavated has beautifully designed decorated basement of a temple, divine images, icons of deities, animal motifs, floral designs, carved columns and panels. These rich granite sculptures belong to 14-15 century, the more important being Indra on airavat, surya on chariot and huge Nandi bull. The temple dedicated to goddess Durga at Malinithan is built on the classical tradition of Orissa.

A place like this should be treasured by the government and the public both. There is no doubt that the government has taken steps to preserve it as a tourist spot but what is lacking is a good road condition which leads to it and a little bit of hospitality towards the visitors from the people residing in Likabali area so that this place could be far more better than it is now.  (Writer is Mass Comm student, RGU)

 

 

Souvenir of Anglo-Abor War Memorial released

PASIGHAT,  Aug 17: A souvenir titled “Gooying Liidung” to commemorate the centenary celebration of Poju Mimak was released at Doying Gumin hall here yesterday.

Releasing the souvenir, Pasighat East MLA and Education Minister Bosiram Siram emphasized on need of recommendation and due honour to the “freedom fighters”.

He felt that the oral stories related to freedom movement should be preserved in written form (book) to make the younger generations aware about the facts.

Earlier, addressing the ceremony, East Siang Deputy Commissioner Nidhi Srivastava appreciated the  Adi warriors, who sacrificed their lives fighting against the Britishers during Anglo- Abor war. She stressed the need of wide circulation of the souvenir.

Taduram Darang, in his keynote address, said that their forefathers, who fought against the Britishers during Anglo-Abor wars is no less important than those renowned freedom fighters; but their supreme sacrifice and contributions have been ignored and their names faded into oblivion.

Darang, who is leading Paator Gumin Heritage Preservation and Research Foundation (PGHP&RF) is eying on re-discovery of the lost glory of Kebang village of the state which had spearheaded anti-British activities during 19th century.

The souvenir releasing ceremony, which was coincided with the Independence Day celebration once again flashed back in the people’s mind about the overwhelming activities of the British in the Abor Jungles (Adi belt) and also instilled a sense of patriotism among the young generation.

The Poju Mimak Centenary Celebration Committee (PMCCC) in collaboration of Paator Gmin Heritage Preservation and Research Foundation (PGHP&RF) conducted the Centenary Celebration of Poju Mimak (4th Anglo-Abor War) at Kebang Poglek village in East Siang district in December, 2011 and commemorated their unsung heroes, who laid their precious lives for protection of their motherland.

The three-day celebration, which was attended by then Governor of Arunachal JJ Singh, MP Ninong Ering, minister Tapang Taloh and several other dignitaries made focused on anti-British activities achieved by Abor (Adi) warriors during Bitbor Mimak(1858), Bongal Mimak (1859), Nijom Mimak (1894) and Poju Mimak (1911-12), the last Anglo- Abor war in the Abor jungles.

 

 

CM  holds meeting to streamline SPA projects

ITANAGAR, Aug 17:  Chief Minister Nabam Tuki held a high level meeting on August 16 evening to review the process and modalities of construction of District Secretariat buildings, mini-secretariat at ADC headquarters, double lane RCC roads in district headquarters and construction of indoor/outdoor stadiums across the state.

The meeting was attended by Finance, Planning & PWD Minister Chowna Mein, Itanagar MLA Techi Kaso, Chief Secretary, Development Commissioner (Finance & Planning), Commissioner PWD, Commissioner Sports & Youth Affairs, Secretary UD & Housing, Secretary Planning, three Chief Engineers of PWD (Eastern Zone, Western Zone & Central Zone), Director-cum –Chief Engineer UD & Housing, Capital Deputy Commissioner and Director Sports & Youth Affairs.

The meeting streamlined and finalized speedy implementation of the projects undertaken under Special Plan Assistance (SPA). It was decided that the upper ceiling and lower ceiling of construction of district secretariats will be Rs 25 crore and Rs 8 to 10 crore respectively.

Ideally, the plinth area of each district secretariat shall be 8000–10000 sqms with slight variations from district to district. In case of mini secretariats, the upper ceiling of the project will be around Rs 5 to 10 crore.

The administrative approval of the total estimated cost of the projects shall be accorded and the Finance Department shall provide year-wise budgetary support depending upon availability of resources provided to the projects. The DPR of the projects shall have the provision of future expansion, both vertical and horizontal, with essential provisions like fire fighting, external electrification, water harvesting facilities, boundary wall and other service facilities. As far as practicable, the architectural drawings and structural design of all on-going projects and projects in the pipe-line should be uniform.

The concerned Chief Engineers of PWD shall evolve necessary quality control measures while implementing the projects. Each project will be executed by a designated project officer who will be liable to completion of the project in all respects and he will not be transferred out till completion of the project. Further, it was decided in the meeting that heavy penalty will be imposed on the defaulting contractors in case of in-ordinate delay in execution of works.

To bring about uniformity for execution of double lane CC road with drainage in District Headquarters, it was decided in the meeting that construction of CC roads in the district headquarters including Capital Complex should be completed within the fixed time-frame without any price escalation. The average cost per km of road was decided for Rs 2 to 3 crore. However, there may be minor variations of cost from district to district depending upon the site locations.  The estimates of the projects shall invariably include proper drainage system, sewerage system and other utility corridors along the Right of Way (RoW).

The specification of CC roads will be decided by the concerned Chief Engineers of PWD. The Deputy Commissioners shall prioritize the stretches of roads in the district headquarters where CC road will be constructed. Initially, busy roads with maximum traffic movement would be given top priority. Tender of all on-going projects shall be floated and other technical formalities observed latest by September 30 next and constructions started by the 1st week of October to ensure completion of projects as per set milestone.

 

 

AEKSU conference under AAPSU scanner

ITANAGAR, Aug 17: The AEKSU conference will be held by the end of September under the conference chairman Lota Singhi, who is also the AAPSU information and publicity secretary. This was decided in a meeting held here on August 14 under the chairmanship of Suraj Tayam, AAPSU finance secretary. All the 35 members present in the meeting unanimously decided to conduct the AEKSU conference by the end of September month which shall be headed by Lota Singhi, Info & Pub. Secy, AAPSU as the Chairman of the conference, informed a AAPSU release.

Earlier, AAPSU had dissolved the power and function of AEKSU due to major conflict among the executive members of the union. After several attempt made by the re-unification committee of AAPSU, it couldn’t bring the members of AEKSU into negotiation which ultimately led to its suspension. “The absence of any federal body cause a major setback for the movement of apex student body and its activity for the larger interest of particular district and state as a whole”, added AAPSU.

AAPSU has endorsed its executive members to conduct the fresh conference cum election/selection of All East Kameng Students’ Union (AEKSU) for the greater interest of district. The core committee of the conference shall be comprised of five members headed by Lota Singhi as Chairman and Rahim Yangfo, Secretary Federal Assembly, AAPSU as Vice Chairman, Ashing Sonam, Co-convenor, AAPSU as Organising Secretary, Chaling Yangfo, Asstt. IPR, AAPSU as secretary member and Ramesh Taku, Asstt. Education Secy, AAPSU as Treasurer of the conference. The core committee team shall be supported by all the 35 members which is comprised mostly of senior students and leaders belonging from East Kameng.

 

 

Independence Day celebration

ITANAGAR, Aug 17: The 67th Independence Day was celebrated at Govt. Primary School, Hostalam, about 50 km from Naharlagun in a befitting manner.

Addressing the gathering, Block Education Officer cum Urban Resource Centre Coordinator, (BEO cum URCC), Nabam Hina Sera while informing that the literacy rate of the district is highest in the state with 82.14 percent as per 2011 provisional census stressed on the need for imparting quality education for better future.

The day also saw colourful cultural programmes and games and sports competition among the students.

BEO cum URCC distributed uniform, games and sports items and writing materials to the students.

All the middle schools under Bassarnallo-I and II observed the day at Govt. Middle School, Bassarnallo.

Attending the function, ASM-I Nabam Taping highlighting the issue of shortage of teaching staffs in the area appealed for posting of more teachers at Lengdung.

The teaching staff and students of Govt. Secondary School, Pachin joined the country in celebrating the 67th Independence Day.

A volley ball competition was organized between the teaching staff and school management team in which the former was declared winner.

Earlier in the morning, students and the teachers took out a prabhat phery.

KIMIN: Along with rest of the country, the 67th Independence Day was also celebrated at Kimin in a befitting manner. Zilla Parishad Member, III-Kimin Tai Tayu unfurled the Tri-color on the occasion and highlighted various achievements made by various departments under the circle. He also informed the gatherings about the Job Mela-cum-Interview for Skill Development to be held on 30th and 31st August, 2013 at I. G. Park, an initiative taken by Chief Minister Nabam Tuki for the unemployed youths.

Main attractions of the day were colourful display of Band by VKV Sher, cultural display by various troupes followed by games and sports competition.

Later, a football match was played between EAC-XI and ZPM-XI in which EAC-XI won the match by 2-1.

Joining the rest of the nation, the people of remote Gyawepurang circle of East Kameng district celebrated the 67th Independence Day in a grand and befitting manner on August 15 last.

While unfurling the national flag, ZPM Demo Gyadi appealed the teaching fraternity to be punctual in their duty. He also appealed to the executing department of ongoing helipad to strictly follow the guidelines to avoid complicacy and public criticism.

At Nyapin,  ADC Tatdo Borang unfurled the tri-colour amidst gathering of Govt officers,  PR leaders, gaon burahs and general public.

In his I day address, Borang called upon the GB to help the administration in maintaining law and order, giving justice to the  common people and implementing Govt developmental schemes. He also stressed on  cleanliness   and formation of more self-help groups for self-employment.   The ADC also called upon the Govt officials to stay at posting places for the welfare of the common people.

Earlier, the celebration began with  a morning procession by school students from different schools.

 

 

Atma governing board meeting held

AALO, Aug 17: West Siang Deputy Commissioner has suggested the agriculture department to introduce double cropping project in the area for the benefit of farmers.

Chairing the governing body meeting of Agriculture Technology Management Agency (ATMA) here recently, the DC said that double cropping will help the farmers to break away from the monoculture of paddy. It would also form direct linkage between the farmers and agriculture department thereby guaranteeing assured income once the project is successfully adopted by the farming community, the DC said.

The Chairman of the Governing Body has also promised to extend financial assistance to one progressive fish farmer of Biru village to construct an overhead tank at his fish breeding farm.

District Agriculture Officer cum Project Director ATMA, West Siang Karbom Riram highlighted the progress and achievements made under ATMA Programme during the current year.

Jumdo Jini, ADO (ER) ATMA, shared   the status of the various activities hitherto with PowerPoint presentations. He also gave brief account of ATMA, its aims and objectives, and methodology of implementations.

The progressive farmers present during the discussion expressed their gratitude to the agriculture department for rendering timely and much needed logistic supports. They suggested PD, ATMA to give impetus on vermi culture in the district as vermi compost will be a suitable substitution to chemical fertilizers towards organic farming.

The governing body members, including Dege Ete, PD, DRDA, Ige Tacha, DFDO, officers from agriculture department and progressive farmers from the district were present in the meeting. DIPRO

 

 

DC holds coordination meet with HODs

AALO, Aug 17: A coordination meeting was held under the Chairmanship of Deputy Commissioner MK Sahoo in the conference hall of DC office on August 16.

Initiating the discussion, the Deputy Commissioner informed all the HODs that state government has decided to organize job Mela-cum-Recruitment Rally on August 30 and 31 at Indira Gandhi Park, Itanagar. He requested all HODs to give wide publicity so that unemployed youths can take the benefit of this excellent opportunity to make them self sufficient and self reliant.

Explaining the importance of “ Guide/Mentoring” an initiative of the Education department, he requested HODs to adopt one Secondary or Higher Secondary School so that functioning of the school could be monitored by them periodically as per the format provided. The HODs were also asked to provide the details by next week so that proper plan of action could be chalked out.

Emphasizing the importance of revenue recovery drive, the revenue generating department, especially electricity departments were asked to start recovery drive immediately as the pending bills are very high. EE (Electrical) informed that the drive will be started from August 25. The DC assured if required Executive Magistrate and Police assistance will be provided.

EE, PHED was asked to start disconnection drive of all illegal tapers. He informed that same has been planned and will be started within a week. All the Executive Engineers of Works Department were sensitized about the importance of various civil works like road, bridges etc. and were asked to expedite works in a expeditious manner and they were also requested to provide the details of the expected date of completion of various works by next week so that the same could be communicated to the govt.

Among other issues, employment generation, skill development, CM Paryatan Vikas Yojna, Army Recruitment Rally etc. were also discussed in detail.

Mass social service conducted at Kimin and Itanagar

ITANAGAR, Aug 17: The All Kimin Kakoi Youth Welfare Association conducted a mass social service at Kimin Community Health Centre on Wednesday.

Supported by CO Liken Koyu, Senior VO Dr Tarh Taram, MO Dr Tana Aruna Likha, Supply Inspector Bengia Nabdo and the PRI leaders of the area, the broken down CHC was reconstructed during the daylong social service.

Meanwhile, also claiming that the heavy rainfall on the night of August 13 last destroyed the firing range nallah and the water supply connection, the Kimin-III, ZPM, has requested the local MLA to provide adequate fund for its renovation work.

The municipal members of Ward no. 22, Itanagar Municipal Council also conducted a mass social service in its jurisdiction in collaboration with the department of urban development today.

During the daylong social service, littered garbage bins and drains were cleared around the premise of Vartak Marg, Inter State Police Wireless, the street leading to the high court and Polo Park area.

Later, the councilor Tarh Pacho while calling on the general public to stay healthy asked them to dispose off their garbage bin properly.

In another mass cleanup service today, roadside, drainage, footpath and garbages were also cleared at Sector A and B of Ward no 18. All the sector dwellers participated in the drive.

While reiterating the poor condition of road and drainage system in the area, the Councilor Gora Lotak appealed the PWD and UD department for its maintenance.

 

 

Kherang men and Watong women win volleyball titles

ITANAGAR, Aug 17: Kherang men beat Watong (A) while Watong eves defeated JNV, Hawai to win the Anjaw district level men and women’s volleyball titles on August 15.

Kherang men beat Watong ‘A’ 25-17, 25-18, 25-20 and Watong women beat JNV, Hawai 15-25, 25-7, 25-18.

The winning teams were awarded cash prizes of Rs 10,000 each along with trophies while the runners up teams were given cash prizes of Rs.5,000 each along with trophies.

Lileng Pul from GHSS ‘A’ and Nintushi Pul from JNV were adjudged as the best men and women players respectively and awarded cash prizes and trophies.

The closing ceremony on August 15 was attended by the Deputy Commissioner, Zilla Chairperson Heyomai Tawsik, HoDs and panchayat members.

Speaking on the occasion, the ZPC advised the participants to make good use of such opportunity and play sports with true sportsmen spirit.

The tournament was conducted to promote games and sports activities among youths in the district.
